The guy who points and shoots without vision or thought is not an artist, anymore than the child using crayons for the first time. Most artists probably have an inherent natural power of visualisation, but art is something that is generally developed over a period of time.
Same with landscapes. If you see a great landscape and take a photo of it, no matter how beautiful: Now compare this to true artist landscape paintings by Monet or Van Gough for example. For large part I see photographers as "craftsman", not as "artists". There are exceptions of course.
I guess what it boils down too is how much is the input of the photographer. However, a "photographic artist" DOES follow the same process as the painter - he doesn't "come across" a scene. He has a very clear visualisation of what he wants on his "canvas" before he begins the photographic process. Richard Murdey I suppose HDR fails completely if the subject moves in the interval over which the thee exposures are collected, but the software is smart enough to know when it can't accurately composite the three frames and defaults to just using the middle exposure instead.
